Is this photo funny to you?

So my cousin Kim sent me this picture. Apparently it's some new function that has been placed throughout New York University (NYU) to "save water". It appears that it uses fewer gallons per flush if you're taking a leak and more gallons per flush if you are dropping a deuce. Seems to make sense. However, I'm not too sure where the actual "handle" is located because this picture either doesn't do it justice or I'm just a moron.

So my question is: Is this photo funny to you? At first glance, I started laughing because it resembled a cock, but once I read all of the information, I figured out what it was.
